Merge branch 'issue#13' into 'devel'

Issue#13: add datasets of chapter 10, BIB

This branch brings:
  - All datasets of the chapter 10 in Pimentel Gomes 2009;
  - Chapter 10 is about Balanced Incomplete Block designs;
  - Two datasets are a type III BIB, one is a type I and the other is a type II;
  - The build status is: success;
